September 2017 Newsletter

You should have received a notice of change in the organizational management structure for Reston Place effective August 2, 2017.  The on-site manager, Keith Kukla, will now have an office at Duckworth Morris Real Estate with established office hours from 9:00 a.m. to noon Monday-Friday.  All initial calls for service, information requests, etc. should go to Keith at the following phone numbers:  205-345-1810 (office) or 205-345-2251 (cell). As always, Warner Johnson will also be available for assistance.

SERVICE REQUESTS

Keith Kukla will now be directing all requests for services that are the responsibility of the Reston Place HOA.  He will be assigning the appropriate contractor to complete the service work in a timely fashion.  Your current Reston Place HOA Board of Directors is well aware that a number of service requests have not been completed in a timely manner.  This organizational change should correct this issue.

GUARD HOUSE UPDATE

For everyone’s information, Duckworth Morris and our on-site Manager Keith Kukla are in the final stages of settling the claim with the driver’s insurance carrier.  The Board intends to replace the guardhouse in the near future, and the Board’s architectural committee is now in the initial stages of developing a plan for this replacement.

GUTTER SERVICE

As a reminder of the Reston Place policy, the maintenance of the gutters on each house is the responsibility of the homeowner.  The Board of Directors has included in the 2017 budget a line item for payment for all gutters to be cleaned three times.  You will be notified if our gutter cleaning contractor reports to either our on-site Manager or Duckworth Morris that there is a problem with your gutters.  Gutters that are defective can cause fascia board damage requiring that any reported problem be corrected immediately.  Any additional cleaning during the year will be your financial responsibility, and we suggest that you use our current contractor for this service.

SECURITY

Unfortunately, due to the world we live in today, no one is exempt from crime.  As a reminder for your security and safety, please keep your doors locked (including garage and car doors).  The Board of Directors want to thank those residents that have reported unauthorized individuals at our swimming pool.  On the last two occurrences of trespassing Keith was called and reported this event to the police, and a trespassing citation was issued to those involved.  If you see unauthorized individuals in the pool area you should not confront them but should notify Keith Kukla immediately at one of the numbers listed above.  We have one of the most desirable neighborhoods in Tuscaloosa, and we appreciate your assistance in maintaining the beauty and safety of our residential area.

Keith Kukla Notes: As we approach fall I’d like to remind everyone that we will schedule the gutter cleaning when the leaves have mostly fallen.  If your gutters fill up and need additional cleaning after we finish you should call Justin Parker, 205-799-9360, and arrange to have them cleaned again at your cost.

Organizational change

This notice is to inform all Reston Place home owners that Duckworth Morris and the Reston Place HOA Board of Directors as of August 1, 2017 made the following organizational change to improve service requests that are the responsibility of the Reston Place Home Owners Association:

All owners’ service requests are to be directed to the On Site Manager, Keith Kukla, who will have the responsibility of coordinating all requests for service work.  The support staff at Duckworth Morris will no longer be involved with service requests.

Keith Kukla now has an office at Duckworth Morris and will be maintaining established office hours.  All requests for service work should be addressed to him at one of the following:

Keith will now be directing the appropriate service contractor to address the appropriate service request.

Your current Reston Place HOA Board of Directors is well aware that a number of service requests have not been completed in a timely manner.  This organizational change should correct this issue.  The other services provided by Duckworth Morris will stay the same.  As always, Warner will be available for assistance.

Memo Accompanying Annual Meeting Minutes – April 4, 2017

Enclosed along with this memo are the annual meeting minutes, Board of Directors meeting minutes, the corrected budget from the annual meeting and a sheet showing the fee changes for the upcoming year.  Everyone who attended the meeting is aware that there were errors in the budget that was passed out at the meeting.  The budget enclosed along with this memo has been corrected and reviewed by the board.  Please take time to read the enclosed minutes to familiarize yourself with all that is occurring within your homeowners association.  The fee changes will become effective with May’s payment.

The greatest change that is occurring is the addition of an annual $200.00 infrastructure reserve fee in addition the monthly fee. If your current monthly fee is being drafted the new monthly fee will begin being drafted on May 1st but we will not draft the $200.00 fee until you have given us permission to do so. Please read the minutes for a detailed discussion of why the $200.00 fee is necessary.

Please also pay attention to some changes regarding landscaping that are discussed in the board meeting minutes.  The board is working on policies regarding the type and cost of landscaping that the association is replacing. If a tree in your yard dies and you would like it replaced it will be replaced with a tree similar to what was originally provided when the homes were new. If that was originally a Crepe Myrtle and you would like a Japanese Maple, that is acceptable with the Board as long as you pay the difference in the cost.

Finally, the vast majority of Reston Place Homeowners pay their fees in a timely manner.  Unfortunately; some do not. The association documents call for 1.5% interest per month to be charged on the late association fees which the association has been charging. In addition the association has the right to charge late fees.  The Board has approved a late fee of $25.00 per month be charged on fees 30 days past due. If you read the minutes you will see that cash flow is an important issue for the operation of the association.  Homeowner’s running 30 or more days past due on their accounts cause cash flow issues for the association and it is only fair to those who pay on time that there be penalties for those who do not.

Roofing Insurance Claim

As many of you are aware, the Association is in the middle of resolving a large insurance claim involving hail damage to roofing within Reston Place. The claim and the Association’s insurance renewal have overlapped resulting in other insurance companies not being interested in writing the insurance on Reston Place Homeowners Association until the claim is resolved.

The Association’s current insurance carrier, Philadelphia Insurance Company, has renewed the policy but they have made changes to the deductible structure. The Association’s current deductible is $5,000 per occurrence which makes the current claim in the range of $600,000 to $700,000 with only one $5,000 deductible involved. The renewal term of the policy states the deductible is $5,000 per home for wind and hail. So, if we were to try to resolve the claim under the new deductible structure, each homeowner would be responsible for the first $5,000 of roofing for their home.

This memo from the Association’s insurance agent David Fitts explains how you can protect yourself against this $5,000 per home deductible with loss assessment coverage added to your personal HO6 policy. It is imperative that you review this memo with your personal insurance agent and make sure you have this coverage in place. 

The Board has instructed Mr. Fitts to continue to work on quotes from other companies and if we are able to secure a new policy with a better deductible structure at a reasonable price, we will cancel the current policy and make those changes. Unfortunately, until the claim is resolved and everyone knows the exact amount of the claim, it will be difficult. Other companies are hesitant to write the insurance on Reston Place until this matter is resolved.

Please know that the Board of Directors along with the insurance agent are doing everything to procure the best possible insurance coverage on your home.
